In the Southern U.S. It became illegal to compel segregation of the races in schools, housing, or hiring. At first the act wasn't fully enforced but over time that changed. Congress did their best to make sure everyone understood all U.S, citizens deserved equal rights. John F. Kennedy believed merica should be a place were everyone is accepted. He didn't want people to care about color of skin.
